Electoral threshold AND two rounds

19 July 2025, partial translation of my Dutch article skipping the specifically Dutch examples.

Instead of allowing an arbitrary three or six parties in the second round of parliamentary elections, there could also be a electoral threshold in the first round, of say 5 or even 10 percent, meaning that only those parties that have at least that amount of votes, can participate in the second round. That second round then determines the number of seats in parliament.
